I'm not sure how you define a racist state. But I'd imagine the criteria for such should include the relative LACK of minority residents/citizens.
Thus. I might nominate your Montanas, Wyomings, Utahs and the like.
Because as much racial strife that might exist within Ohio, South Carolina and Florida, AT LEAST Whites, Blacks, Browns and Yellow managed to live, work and socialize amongst each other without - for the most part - killing each other. |

I've heard Pennsylvania has one of the largest concentrations of "hate" groups --I surely wouldn't want to live there! |

It wouldn't surprise me to discover that Pennsylvannia has a race problem. The collapse of the mining industries there have created 100,000's of pissed-off White foks (there are large sections of central/western PA where nearly half its residents are on some form of public assistance) who are itching to blame SOMEBODY for their troubles.
And who's a more convenient and dependable American nemesis than the African American?
